I got this issue: The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

I did increase the budget but the issue still persists. Does it take time to broadcast budget changes to Actions?

Yes, sometimes it can take a short while for budget or payment changes to propagate across GitHub Actions, especially if the changes were just made.

Here are a few things you can try to resolve the issue:

Wait 5–10 minutes, then try rerunning the job. In many cases, the update applies shortly after.

Double-check your billing settings under Settings > Billing & plans > Actions spending limit — make sure the new limit is correctly set.

Ensure that your payment method is up to date and valid, as failed payments can still block usage even after increasing the budget.

Waited for 1 day and still not working. Have raise a support ticket but no progress yet https://support.github.com/ticket/personal/0/3439160.

Since the new free limit will be available tomorrow very soon, I guess it will work again with the free 2000 minutes quota and now I need to refrain doing multiple releases in one day :)

I just realised there is one issue with my paypal account and I've re-added it. Hopefully it will work in the next couple of mins.

Anyone has any other suggestions? I've checked that the settings are all correct and no response form support team so far.

I found the solution - I have to use my credit card as payment method instead of paypal. Once I change that it worked.
